They can be incentivized with discounts provided by the fee savings. Merchants are people too, and fake chargebacks can also be a big problem.

Not all merchants pay the fees, in truth.. sometimes they tack on fees when you want to use a card, etc. Another factor, micro or frequent transactions do benefit from these rails which some may take advantage of. Agree, however, that this isn't necessarily top of mind for most consumer.
