They can be incentivized with discounts provided by the fee savings. 

Merchants are people too, and fake chargebacks can also be a big problem.

I feel like that trust can just be built with the merchant. 

This may be a blind spot because I suppose I don't do a lot of shopping with small merchants but I've never once needed to do a chargeback across all my tenure as a credit card holder and have never felt particularly protected having the option.

vastly more important for consumers to feel comfortable knowing they can do a rightful charge back when necessary 

retailers would go out of business trying to force consumers to not be able to do that any more
