Doesn't make sense unless we had 100-1000x the scale

What private keys are to be custodied? Doesn't seem like it would be keys to collateral pegging the value of the coin, since the reserves are all traditional fiat means. 

Or are they future-proofing for the possibility of stablecoins being collateralized by some onchain resource?

Hope That's not going to bring in Centralized control of crypto in general wallets, cex, Dex etc?
