'Instead of asking each juror a global question ("what is the value of project A to humanity?"), we ask a local question ("is project A or project B more valuable to outcome C? And by how much?")' I have a stupid-ish anecdote here. Few years ago I wanted to buy new sneakers. Because I generally don't like owning too many things, I really wanted to make a good choice. So I have gone through 1,000+ sneakers online and bookmarked the ones I like. There were about 20 pairs. But how to pick the best pair? It felt impossible. So my friend told me - do a contest, like in the World Cup playoffs. Just compare sneakers A with sneakers B, C with D and so on. And then hold 1/8 finals, 1/4 finals, semifinals and finals. It took like 10 minutes and made the potentially super hard decision super easy.
