Builders overindex on the former because they get paid more in rewards relative to the time investment compared to putting in work for a long bet with much lowered success rate. Protocols overindex on rewarding the former because it makes their ecosystem's vanity metrics look better and increases the number of "partnerships" they can claim. If you want to fix the cycle, we have to kill the partnership meta, we have to stop falling for VC portco incest as evidence of real traction, we have to go back to the standard Bitcoin set for this industry.
