I don’t know in the US, but here in Italy we have a spray that you can use on the balcony to annoy them with the smell. The pigeons will not return after some days. 
Otherwise you can try with pepper, chili, cinnamon or naphthalene.

i have debated getting a water gun

one of my neighbours below me has a water gun he takes out and squirts at them, it actually reaches pretty far

OMG THAT IS TOO MANY

That has to be bad for respiratory health

You need a robot in a cage that shots pellets of salt at them to show them away 

Not enough to hurt
But enough to annoy
