@dwr.eth /helium has at least a partial solution to this that is under-explored. Their data credits are dollar pegged but non transferable. To get data credits you burn helium. This makes it uninteresting to fraudsters because all you can do with data credits is use the network.

There is insurance for this type of operation. Fraud cases may be less than 3%, it is horrible but it has worked.
