It's a good gotcha but I know more about Iran than Tucker Carlson and that doesn't make my opinion of the situation any more or less relevant than his. 

Ted Cruz has at best minor influence (assuming there's a congressional vote related to a war).

Apparently he's the guy in the Senate Foreign Relations Committee that keeps yelling "Can we kill all the Iranians yet?"

Lindsay Graham is the big Iran hawk. 

That said, it doesn’t matter. They can’t order a strike. Power resides with the president. A formal war declaration seems unlikely.
