No, they're going under because they've been "struggling with losses and hefty debt load for years". Tariffs may have been the last straw, sure, but they're a convenient excuse for what seems like a poorly run business. Disclaimer: I'm independent (right-leaning moderate, vote on both sides of the aisle).

So, if the tarrifs hadn’t hit them, they may have been able to make something happen but the government made that impossible?

Honestly, it seems as if the tariffs hit them and they finally woke up. They DID make something happen: creditors gave them $1B bailout.
