I personally lean towards him still dreaming, but I do like that he just doesn’t seem to care in the end because either way he’s there with his kids. Reminds me of this bit: Cobb: "You're waiting for a train. A train that will take you far away. You know where you hope the train will take you, but you can't know for sure. Yet it doesn't matter. Now, tell me why?" Mal: "Because we'll be together!"

I've always taken the stance that it doesn't really matter, hence why he doesn't even look at the top. I love how it's intentionally open ended.
