I think Holographic Vinyl fabrics offers a glassy, reflective surface with a holographic tint that would be perfect to make that dress

Hey fam, I'm a custom tailor IRL but I only makes clothes for men but I know a couple of friends who also make for women as well as where to get the material; they could also help with the sewing if you want.
I can also send you some of her work.
But first, is your wife Black skinned or white skinned? That's how I'II be able to pick a good fabric for her...

Hey Aphilos! Eirran reached out about this since I'm a fashion designer.
So the main issue here would be the fabric.
There are artifficial leather ones that do look like chrome and gold like the ones in the link. But these are thick, used for bags and accessories. Maybe jackets or even bottoms if the thickness is less than 0.6. it could work, but it wouldn't be too comfortable or body hugging.
There are spandex-like fabrics as well that are getting better and better at imitating such effects as well but I'd need to look into it cause they might look cheap if not chosen carefully

I think satin will good on it, the other material maybe look more shiny, but I think the most comfortable glossy fabric for this dress is satin, and for the pattern u can use such a sewing technic to make a silhouette u want

I think a careful combination of both of these would get the dress in question using only thing lines of the second to get that glimmery diamond feel
