Deepseek's Chinese content restrictions don't matter because the model and technical papers are all (from what I've heard) open source. 

If it only costs 5 million do the training run, can't another team just do a version that doesn't have the content restrictions?

afaik restrictions are only on the version hosted by the company & don't exist in the base model
