In my experience it is more nuanced than that, I got Zk and Zro airdrop I held for 6+ months waiting for utility to be added like staking and revenue share. Launching a token without utility is essentially a meme token and no,governance is not utility. Ofcourse projects wants User A But project keeps pushing utility and token economics that makes user B.
