Ground up not top down. Incentivize players not influencers and be careful with marketing spend. You want depth and spread not flash in the pan. You don't seem to be doing a lot wrong by making stuff desirable to play, with the potential for monetary reward. If you want to reach devs, give opportunity to new talent and make it worth their while to stick around.
