I think it's a natural evolution of an educational system that was created to provide capitalism with an endless supply of workers who knew just enough to do the job, and not enough to question it.

Regardless of the governing structure, the true X factor are the educators who challenge and help their students see and act beyond their social and financial limitations. Thats not to say properly funded resources don't make a difference, but its only part of the bigger picture. We can scoff and rag on this kind of hyper active learning, but we should acknowledge that as our attention spans thin, a wedge like this can lead to a deeper outcome.
