The Chinese did it, they built a chip that doesn't require silicon! Their new chips use bismuth and are faster and more efficient than silicon chips.

The thing about constraints like trade embargos is that it drives up innovation. When you only have limited access to a certain material, you'll do everything you can to figure out how to avoid having to use that material. The U.S.'s antagonistic relationship with China forced Chinese tech to become far more creative.
