Building /veil -- ZK Privacy Protocol for Base

$veil is one of my favorite tokens. Mostly because the idea feels important. 

I like to call them bear me trades. Everything has downside. But this is execution risk downside IMO. And @apex777.eth just keeps moving. 

Right time. Right place. Right idea.
