I googled. Tsukubane is petunia and okesa is a traditional folk song of Niigata (I lived there but I didn't know about it lol). But I still don't get the connection between these two things

maybe the flowers are so identical they figured using the same photo wouldnt matter, but perhaps there are other traits that are different between them? definitely the same photo.

also "60 variety" is mentioned, and this is only 9 - this makes me wonder about the other 51 varieties lol
