As a physics guy we call this the Ideal Project law. Your project will either expand to fill the budget and time container, or overflow. It's actually pretty natural since any good developer when a project is done early, will utilize more available resources in time and budget to improve the project. They will add additional QA, add monitoring, scope future iterations, do some feedback improvements, etc. If I see a project done exactly to scope on time and on budget, it was either a commercialized package that was just a drop in, or it is completely broken and wasn't done correctly.
