I'm mad at both the leopards and these politicians that don't even read what they are voting for.

He probably read it and knows what's inside. He just wants deniability that he actually supports very unpopular measures in it.

"I didn't read the bill so I'm not sure what's inside of it"
"This bill is far from perfect, there's lots I disagree with and we will see what all gets included in the end" 

We will get lots of these when they encounter opposition.
