Well with the guys I see every day and spend all of my time with.... I would have thought they would have noticed.... especially when they notice other things like when i wear my XBOX hat or do bubble braids (i don't get that one either)

I notice makeup because my wife is really into makeup and by osmosis I've consumed way too much skin care and makeup information. But I wouldn't comment on it unless it's someone I'm really close with, because it just seems weird to comment on someone's appearance unless they're obviously looking for reassurance.

Well, this could also be that commenting about things related to appearance these days isn't always something all women welcome. I think the only purely benign observance from a man to a woman is a new haircut.
