I agree entirely with the sentiment, but remain an optimist, so I'll never say never. There are countries that strive for public trust by reducing gov corruption: https://www.transparency.org/en/cpi/2022 It only takes one country to place pressure on others. Over a long enough timeline, this seems perfectly plausible
