I've never heard the US call something done by a state actor "terrorism"

They were indeed elected, though they haven't had any vote since their initial election

Not acknowledging the state is part of manufacturing the consent. For example they call the Yemen government "Houthis". Houthis took over the government and suddenly it's not "Yemen" anymore.

Now they call Houthis "terrorists".
