Your answer gives me more questions. How does Moldova not have political sovereignty over Moldovans? How do other European countries have sovereignty?

It was a silly joke; that's why I stroke through it. A part of Moldova is de facto occupied by Russia since 1992. https://en.wikipedia.org/wiki/Transnistria

(and there's an issue of possible unification with Romania/a question whether Moldovans are a separate ethnic group or a subgroup of Romanians)
