in my opinion it should be mandatory to raise at least one puppy to a well-behaved mature dog that can pass obedience tests before you're allowed to have a kid

You develop patience, deal with sleep deprivation, learn to be frustrated yet stay calm, ... all essential to raise a healthy child.

Thinking more on this, it might be the type of thing to encourage in youth groups. Push the BSA, 4 H, etc to encourage training dogs.
