Need more p2p infrastructure, more independent satellite providers, and more multipolar onchain interdependence. If a state cuts off internet access, it should be at risk of getting slashed from onchain commitments (once they have some). Still a long way to go.

Agreed. Internet access cannot be taken for granted. The "glass half full" perspective I have is that the individual's assets on Ethereum at least still remains "live" and in the individual's ownership (e.g. staked ETH continues to earn yield that accrues to the individual) even if internet access in the individual's country was shut off.
