It's based on the ads revenue. There are wayyy too few leads from ads in Nigeria as there are in the US per 1000 views on ads.

I believe YouTube’s monetization model works because it adjusts revenue based on different geographies but even with that advantage, the future is still onchain. Global, transparent, and borderless. That's where we're headed.
