I think that if you look deeper, you will find all the blue countries have a culture of watching engish-spoken movies and series with subtitles. Germany synchronises. Even when they speak on the radio about the birthday of Brad Pitt, they will use audio clips from his movies IN GERMAN! They don't get to interact in English in their youth outside of their school lessons, whereas in The Netherlands we get lessons early, get exposure early and get practice early. Many university educations in The Netherlands are taught in English, too.

didn't know that germany is a dubbing country! seems like changing to subbing is such a no-brainer for improvement, wonder why more countries don't do so 🤔

I think it's often rooted in a language-preservation sentiment. Not unsimilar to the law that says there needs to be a certain percentage of french-language songs on radio stations that play music. It's, I think, born in a sentiment that you Americans might call 'patriotic'. :)
