I've never heard it before, but I would've said somebody who is focused on completing things. It appears there's a definition in gaming that's a little more like Y2C's

Mine: accomplish 100% of all things possible to do in a videogame (I don't do this) Also have never thought of applying it IRL (who has time for things on the downhill side of the diminishing return curve?)

My definition is closer to @yes2crypto.eth. When you feel compelled to complete a set of related tasks or acquire a set of objects, collectibles etc regardless of how important, trivial or necessary they may be. Something like mild OCD. I.e I have to get all the achievements in a game even if I stopped enjoying the game halfway through the process.
