physical commons (pastures, fisheries, forests) can be enclosed by physical force digital commons (software, networks) & their resources (media artifacts) are harder to physically enclose hwvr, a tradeoff: their gov/production can be acted on at a distance by external interests

there's no need to "enclose" digital commons. Only to build effective economic feedback loops around them.
