Should help non-Latin character languages since the limit will go from 320 bytes to 1024 bytes.

UTF8 problem for CJK: @dwr.eth @v cast <=320bytes (in utf8) length limitation is not making sense for CJK(Chinese Japanese Korean) since it’s only 106 cjk characters, even less than normal tweets (140 cjk chars) making more sense to have 1cjk = 2bytes which is social network standard behavior.
