China seemed a bit ahead of the curve (in its own way) with the shift from higher ed to vocational ed in 2021 and the subsequent ban on private tutoring, which apparently has since eased

(couldn't find great articles on this, but it was all over chinese media at the time)

alternatively, the world figured out how to play the game of education (i.e. get good grades and more credentials) faster than it could innovate the top-tier results of the game (i.e. jobs for phds)
