Seems same problem almost always exhibited by politicians and/or those responsible for money or spending. They simply do not go deeper (probably on purpose) ie, increasing 10% tax on [item] to 50% tax --> hey, we'll get 5x revenue! reality: people don't buy [item] as much and switch to something else.
