Since it's decentralized, they're supposed to vote no matter how small their voting power is.

Holding the token means you want to be part of the Governance and vote... In an instance where no one votes... Quite hard to say but there is not Governance for me.

Active governance in token-based systems often hinges on participation rates. If most holders don’t vote, it’s not truly "community" governance
