as a non-EU founder, at what point do you ~have to start caring about / understanding gdpr?

when you are big enough to matter or have tons of media attention be it early, which leads to data regulator scrutiny. fwiw, if building a data intensive product, better to do early on b/c not just gdpr but schrems too :facepalm:

If you're a founder doing the right things by your current and future customers and other stakeholders, then you will likely find yourself operating in the spirit of the GDPR. The regulation will be of much deeper concern to you if you're planning to do the wrong things by them.
