I think it's a huge mistake too. What attracted me to blockchains is immutability. If you expire state, this is practically gone.

Maybe that what "network state" is about?
My state will keep all the data, but my neighbours will keep only the last year... And we could jump from one state to another?

But more clarity about this would be welcomed
