I wonder what UN votes would look like if they were secret ballot. Each country chooses their representative, but from that point on it's up to each representative and their own conscience.

Secret ballots are designed to make paying for votes pointless. If you could see how people voted you could pay them if they voted for your candidate

When secret you have no way of knowing if they did or not

I don't think he's talking about whether or not bribes would be enforceable. He's saying that if the votes weren't public, bribes would become a huge problem.  They could take a fat stack of cash from someone to ensure they voted a certain way and nobody would be the wiser.
