If it's anything similar to ethscriptions, then it's just grifters jamming arbitrary text blobs into transaction calldata for the sake of making "onchain content." Which, ironically, needs to be indexed by web servers to reasonably navigate. More info: https://docs.ethscriptions.com/overview/introducing-ethscriptions
