The closest Ethereum's had to downtime is some large gas spikes, but that's:
1. unavoidable in a permissionless protocol
2. still way better than even 10m of hard downtime, let alone 4h+
3. mitigated by upcoming L1 scaling

Users treat exuberant fees as a defacto liveness failure. To those users Ethereum was down for all of 2021.  Ethereum fees were so bad that 99.5% reliability but guaranteed low cost was better, and thats how solana managed to get pmf.

Why do I need like two dollars worth of Solana just to do a fucking transaction so annoying.

What are you actually doing?  Worst case average and median fees were at $0.08 and $0.005 respectively.

Trying to swap in Phantom and I have like $1.50 in Solana and it’s saying that I don’t have enough

Is it a new token that you’ve never held before? If so, the tx needs a bit of sol to deposit into the state to keep it in memory.  It’s reclaimable once it’s freed.

It’s because my minimum balance is too low, but I don’t get why I need more than $.20 worth of Solana for the transaction
