I need to settle a debate I’m having with my boyfriend: Is black tie fair attire for a wedding? Tuxedo for men etc.

Only if they explicitly stated that it's a black tie event on the invitation. You can't risk wearing a tux and up staging the groom, the same way you can't wear white to a wedding and up stage the bride.
