are there examples of a declining empire that the turned the trend around durably? As in: things are going downhill, someone comes and turns it around for the better

What an awesome question. Seems to me regime change, collapse, and countercultures are all part of this process. Just because the monolith of empire has a hard time making a u turn doesn’t mean elements and tendrils of it don’t redirect and thrive. Very little changes to overbound monoliths. The good news, we are multiple and can individuate in the midst of a larger organism.
