It’s not 100% clear what Zohran is suggesting. Most accurate thing I’ve seen is ~“network of city owned grocery stores to make prices lower” so thats what I’ll assume 

Set aside all the logistics problems (what to stock, system for deciding prices, building, maintenance, management, mechanism for maintaing quality)

You have an otherwise perfectly functional grocery store but the prices are significantly lower: excess demand creates rationing/out of stock which means either not getting things or paying the higher prices at the normal store or the black market.

Groceries specifically are low margin and stores couldn’t compete with city owned prices > stores close > more rationing > grocery/bread lines etc

Sure, distorting the market by setting artificially low prices is more precise. 

Artificially setting prices is part way getting rid of them because they’re not arbitrary.

seems silly considering grocery stores have some of the lowest margins of any industry. if you are barely scraping by on 3-5% margins and a competitor comes and undercuts you at 0% what will happen? end result higher taxes and fewer choices and prob less healthy choices for new yorkers
