Does it really cost $25 per year per channel or is that just a one time fee? I feel like I only paid once for my channels?

My guess is that channels were implemented without recurring payments, with the plan being to implement recurring payments before the first year of channels as a feature was elapsed. But such development didn't happen, so that effectively makes the payment one-time.
