Wrong number, that includes previous years' balance which already paid fees.

13067 for that year and 1304+233 in fees = 11.8% in OC fees for that year.

Is OC the de-facto standard for large-scale OSS funding? Why does it take so much? Lack of competitive alternatives? Large donors requiring its use?

All of the above, it's a full registered custodian, they hold funds on your behalf in a bank etc. That's the cost of custody.
