Think its pretty obvious what hes talking about considering he uses the phrase surviving, going through domestic violence Hes obviously not talking about an active situation where someone is currently being abused Hes talking about someone reporting a pattern of domestic violence and wants out, and yes there's tons of reasons why sending a trained "nypd" social workers to these scenarios would be better for the victim than sending a full blown uniformed cop.

Say a woman is alone she calls the police and says my husband abuses me, his friends see the cops at his house and tell him, or the cops dont show up at his house till he is home, then how safe is that for the woman reporting, esspeically if their isn't enough evidence at time to detain him?
