Depends how you do it. Occasionally somebody tries to dump money on a candidate to manipulate the price (someone did this for Mitt Romney back in the day), when that happens it's definitely not gambling to take their money

Depends on whether the market can be gamed imo

If a market can be gamed, then participation is poker-style gambling

If a market can't be gamed then it's more of a 4-D sentiment analyzer chess match, and participation is whatever the player makes it

Knowing whether a market can be gamed or not, that's its own game
