Agreed that it’s not too early to start doubling down on congestion pricing

My favorite suggestion here is to raise the fee on taxi & ridehail trips: they represent 35-50% of vehicles in Manhattan but they only pay $0.75 / $1.50 (respectively) per trip for congestion pricing (private vehicles pay $9)
