Perhaps a system where there are tiers that you need to meet on SCV to be able to get increased or max allocation. SCV would be a qualifier rather than a multiplier or additive to your allocation. 

For instance:

Ranks > 50000 = max 100/day allo
50k-25k = 200/day max allo
25k-15k = 500/ day max allo
15k-10k = 1000/day max allo
10k-9k = 2000/day max allo
9k-8k = 3000/day max allo
8k-7k = 4000/day max allo
7k-6k = 5000/day max allo
6k-5k = 6000/day max allo
5k-4k = 7000/day max allo
4k-3k = 8000/day max allo
3k-2k = 9000/day max allo
2k or better = 10,000/day max allo

Sure, an abuser could build up an account and still game the system, but it will take effort. Re-enable bans for people clearly abusing the system, and they would need to build up social capital all over again. 

I think tiers like the ones above above make it harder to abuse, but also allows for people other than the top few hundred to get decent allocations if they are willing to lock.

This proposed change by @degen-chad sounds fairly well thought out. 

It seems to incorporate the best of both worlds. At least as far as I can tell.

Nobody cares! Lock your $DEGEN and get rewarded - as easy as it is. People who don’t hold $DEGEN = people who don’t believe/support the project. 100% to holders!

This can be a good proposal to limit the farmers, since if they saw one guy doing it without being penalized then others might join or do the same system. But hopefully the amount of daily budget can sustain the allocation per tier or they can do 50 50.

But the thing is people have already staked high expecting decent allo,what if after staking a million degen your SCV is shit.
