just discovered i can't upload videos anymore used to be able back in the powerbadge era when i earned pb, used to not be able before that any info on who can who can't now, and why?

Most people can’t upload videos. There is no public criteria for how to get it enabled.

also realizing i should not cast in /warpcast either bc my casts are buried to everyone other than followers, sheesh getting flashbacks to before i got pb and was always buried

Technically, all channels are now reverse chronological feet so in theory you have an equal shot of being seen it just depends on how many people are actively scrolling the channel. My bet is few but there are crazy people like me that have 10 to 20 channels that I scroll every day. And most importantly, hopefully someone from the Warpcast team is reading this channel since it’s been open to the public. I believe that was their intention that everyone could post feedback here.

i don't think so, i just checked the /warpcast page on a different browser (not logged in) and my cast is not there and even while logged in, when i go to your reply, my follow up reply is buried 'under the fold' of Show more replies button

Hmmmm, I may have learned something just now. The channel is public. You and I couldn’t cast here if it wasn’t. It wouldn’t be an option to post it here. But since we aren’t members, our replies are in the show more replies. This is hilarious. I thought public mode turned all that nonsense off.
