There is no “get out of money laundering jail free card.” DOJ kept Sec.1960b1C in Fn.2, for knowing/willful illicit activity by platform. Plus they have Sec.1956, as always. The Memo just said discretion now will not prioritize mere lack of registration cases, which are already covered by (civil) regulatory enforcement.
